It's hard to pull this impost back in - you often don't know what it is likely to be until after the sale is completed - because you don't know where the parcel will be headed,
I don't know, but it seems like a dodgy "clip of the ticket" - eBay has no involvement is the postage side of things - they don't even prepare the Invoice. It seems they are a 4th party to the postage side of a transaction & I thought it was illegal to charge for a service you do not provide!

Seems it is simply a fee on the final sale price.
Difficult to ascertain just what services eBay does provide & becoming more so.

The final value fee (9.9%, varies between types of sellers) is applied to the price the item sold for and postage and handling costs. It applies to the total amount they buyer pays the seller.
Depending on what type & size of items you sell, pre paid satchels (500gm, 3kg, 5 KG) cost the same to post Australia wide.
eBay have discounted postage on the 500g & 3kg prepaids and some Aust Post Bx boxes (labels are bought online via eBay when item is sold). So you can work out a flat rate to all buyers Australia wide if they are suitable for your items. Then you can add the postage FVF onto the postage cost in the listing.
Items sold in boxes could fit inside some of the satchels. Plus there are flat rates for some A.Post Bx boxes.

As one of the other posters said on here quite a while ago - multiply your postage by 1.11 that will give U an approx cost, but that doesn't take into consideration the percentage Paypal charges on eBay's postage tax.
I believe it's more like multiply by 1.15 to include the extra commission Paypal charges to collect eBay's FVF on postage.
I've come to the conclusion that I've been robbing myself.

Thanks guys! The consensus seems to be that it is a pretty dodgy move by eBay. We ultimately have to get it out of buyers, one way or another. If you manage to that, eBay then impose a fee on the fee! My gut tells me it is probably illegal - especially as they (eBay) are not involved anyway - PP does the invoicing & payment side of it (for which they also charge a fee).
I am sick of it coming out of my pocket - hence the original Q.

The FVF on postage is charged on the postage amount showing on the invoice when the buyer goes through checkout.
The FVF on the sale is charged at the time of the sale.
The FVF on postage is not charged until the buyer goes through checkout.
PP does not do the invoicing - the invoicing is done through ebay. Payment is also not always done through Paypal. Depending on what payment options sellers offer there are alternative ways for buyers to pay.

It is immoral, but it is not illegal.
This has all been thrashed out months ago when the charges first came.
