How long do I have to be selling to set up an ebay store?

I am trying to set up an ebay store but have only recently registered.  Do I have to be selling for 3 months?

But nearly 3 years ago we started a USA eBay store with Zero feedbck score. It took 3 months till we sold our 1st item

To get buyers to trust us we were selling $50 items for $5.

No, there are no (transparent) time or feedback requirements, but new sellers of any description do attract account and selling restrictions.
