Up to 24 hours, as stated when you upload the listing. Depends on where the indexing bots are when your ad goes live.
You can, but it is a convoluted process and your ad will show before you get an answer from them, much less a useful one.

I would definitely NOT use the app for anything selling related (I wouldn't use it for anything, personally).
Yes the full website. From a phone or tablet when yougoogle it, you will get the mobile version. Go to the bottom of the page and select 'Classic Site' to get the full version. And make sure it is eBay.com.au or you will end up in the USA.

New sellers with low feedback it usually takes 24 hours for a listing to appear. So don't be tempted to list them for only one day. I can't remember how long it was until mine were up within a few minutes but it wasn't that long. Once I started getting some feedback they sped up quite a bit.
Not sure if you're aware, but when you do sell something, PayPal will hold your money for 21 days until you can touch it. You can speed up release by uploading tracking numbers into both eBay and PayPal. Or, if tracking shows as delivered, you can ring them and they will release it while you are on the phone. That will last for 3 months.
You probably can't call eBay because it's now out of hours. The phone numbers don't show if it's out of hours. Only the email option would be visible this time of night.
