If it's the eBay vouchers you can't and anyway you'll still get the full price the buyer is paying, eBay pays you the voucher difference, so it's a win win situation you get all your money and the buyer gets the discount.

If you mean the eBay discount vouchers, you can't opt out of these and there is no need to anyway. When a customer uses a voucher, you still receive the full price for the item, the customer gets the discount and eBay pays the balance. You don't have to do anything, it all happens automatically.
