I have run out of stock but eBay has a stopage on me unless I change my Listing but can not cancel. I have asked for help but to no avail.

Try putting it back with stock but make the price $9,999.00 until you get stock.

 

I am assuming your O.O.S. feature is not working ?

 

Contacting eBay is in help at the top of pages.

But it's only during business hours and you will only get some call centre person in the Phillipines with a script.
