eBay replied my request:
Please be advised that once an unpaid item case is opened, you only have 4 days to wait for your buyer to settle their payment. If there's no payment from your buyer you need to close the case manually so that you will receive a final Value fee credit. You can close the case 36 days since the date of purchase. Otherwise, the case will be automatically closed and you won't receive a credit.
My replied:
So angry with this !!!
For these unpaid items, I have followed the cases on eBay bloody every single day and read all over the Help and unpaid item condition but I have no see any clear statement like you said below:
You can close the case 36 days since the date of purchase. Otherwise, the case will be automatically closed and you won't receive a credit.
Before I knew this riff off eBay rules like this, I have also setup an auto closed unpaid by eBay from my account seller. WHY you don't auto closed ???
I very often clicked on unpaid item(s) status and I only see your popup option said "you can close". That is it !!
What you mean "can close" ?? Close for WHAT ??? I think and upto now I understand that CLOSE means CLOSE the case and happy with the status situation and the Scammer out there already been PAID !!!
WHY you don't bloody hell say a clear statement that " You can close the case 36 days since the date of purchase. Otherwise, the case will be automatically closed and you won't receive a credit."
These are 2 big items you charged me over $100 AUD.
I will setup a manual pay to you but NOT auto debit anymore because no TRUST of you guy.
Definitely I will find the right way to fight back mate. Swear to God not let this case getting through.
A hate eBay member

are you the buyer and had an unpaid item case opened against you or are you the seller and opened up the case against one of your customers?

They're the seller and they didn't close NPB cases before the time expired.
OP - we are not eBay here, we are other members just like you.
"You can close" a case means the allowed minimum 4 days from opening the case has passed and you can close the case and get your sale fees refunded.
eBay are not tricking anybody. If you read the 'selling' part of the site map you will find a quite detailed explanation of the process. And consequences, which you already know.
NOBODY should start selling without reading the relevant bits of the site map. Or at least asking here before it's too late.
You could try RINGING eBay and put your case, but there is no guarantee of success.

I understand you're upset, but the information about Unpaid Item cases, plus when/how to close them for a FVF refund is available to read in the help pages (http://pages.ebay.com.au/help/sell/unpaid-items.html). The link to that help page explaining the steps you need to take is on the Resolution Centre page...
You may have a small shot of getting the fees charged credited back, but you will have to contact eBay directly and try to explain the situation, then hope you are able to talk to someone who has some empathy for your situation - it's definitely not guaranteed, so maybe best to wait until you're not so angry about it.

You can close a dispute at any time if the buyer has paid or you agree to mutual cancellation. To close it and issue an unpaid item strike then it can be done at any time between the end of the 4th day after the dispute is opened and the 36th day after the dispute is opened. Most sellers close it as soon as the 4 days are up, if you chose not too and left it past the deadline how is that ebay's fault?
