c...r...a...p is nor more swearing than saying poo, nor is S...H...I...T because it stands for STORE HIGH IN TRANSIT and those initials were stamped on all bags of manure when they were being shipped overseas on old sailing ships. Why, because if the the manure became wet it would heat and cause fire.

They are templates you create for postage etc. Once you create a template, all you need to do is select it from the dropdown menu - for every single postage price you've used in the past, a "policy" (template) is automatically created and assigned a number, which can be confusing and doesn't show the details.
The best thing to do is delete all the policies you won't use again, rename the ones you will, and use names that tell you at a glance what the postage options are for that policy, (eg 500gm satchel, registered option and so on). I find it a lot simpler and faster to use than the old system, personally.
Or....you can opt out.
Go to this page and click the opt out link (top, right hand side).

Ahh, thank you. It should have been an optional opt-in. Typical of eBay to force the issue.

eBay started rolling it out to accounts last year - they just implement it when they get around to it, I guess, and according to the info on the help pages, it will eventually be rolled out site-wide with no opt out available.

It's just a slightly different way to deal with the postage, payments and returns section of listings. You can save different policies as templates, and select which one you want to use when you list an item so that the data is automatically filled in.
