Ignore them. They have obviously decided they can intimidate you; don't prove them right. if the time has passed, and you haven't already, open a non-payer dispute.

I would think that if they have not paid then the Police would just laugh at them. If they did call the Police, they would probably tell them to take it up with eBay as it would be a civil matter.
Send them a message with a link to these boards. Tell them they can seek advice here by posting on the boards. We'll give them advice . . . . as we do to all non-paying buyers who come to these boards

After 4-days from the purchase date open an unpaid item dispute.
If the 4-days has passed already then open it immediately.
After a further 4-days (to the very second if you can) close that dispute immediately.
If, in that time, the buyer should happen to pay then you will have to send out the item as usual of course.
Once the dispute is closed you will receive a credit for your FVF.
Ignore any threatening messages about police action you are doing nothing wrong here.
If the buyer does happen leave you bad feedback then call ebay about it.
I'm quite sure they will remove it given the threatening messages you have received.

if you do eventually get paid and send the item, make sure you send with proof of delivery. signed for would be my choice as you want to avoid an item not recieved dispute. oh and block this buyer from buying from you again.

I'm still not convinced that paying the extra for signature on delivery is worth it for lower value items.
Over $150 I would personally do it tho and also take out their extra cover to cover against total loss.
The fact that you may have a signature required on it will not stop it being totally lost by Australia Post (or other carrier).
And if this happens you still do not have a delivery scan event on your tracking and hence are not covered by a buyer ebay MBG claim.
If you do have a delivery scan event, either with or without a signature, you are covered by ebay MBG as they only require proof of delivery. The delivery scan event will suffice for that.
Ebay only recommend signature on delivery for values over $750 (It think it is!).
I would also be adding insurance to anything up in this range.

Does the buyer believe they've paid, or do they just seem to be under the impression that you should post first?
If the former, I'd try to continue polite communication to determine what's happened, if the latter, I would encourage them to call the police - if they know they're being silly, they won't call the cops, if they don't know they're being silly, they'll soon find out.

i also had a buyer recently claiming i sent him the wrong item
after he gave me glowing possitive feedback he waited 1 month and 4 days to put claim into paypal that i sent him wrong item
after a few heated emails from him i just told him to let ebay and paypal or the police to sort it all out
once the police was mentioned
he sent me a very very very sory i made a mistake email
