I really thought that ebay would have changed the feedback forum before now.
It clearly states-
For each transaction, buyers and sellers can rate each other by leaving Feedback. Each Feedback consists of a positive, negative, or neutral rating, and a short comment.
Sellers haven't been able to leave negative feedback for ages.
It's a bit misleading for newbies.
