Someone who has wasted your time and resources should get a negative feedback. This should be handed out from Ebay once the duspute has been finalised in your favour.

You can think what you like, but eBay are unlikely to even read your post much less care.

There are about 5 threads on the front page on this subject. Did you really need to open yet another one. Quantity doesn't necessarily equal quality.

Would you believe that there used to be twice as many threads abiut feedback back in the days when both buyers and sellers could leave it because you didn't just have selers complaining that they had received what they thought were unfair negs you had buyers who felt the same and then there were the many, many posts about unscrupulous sellers who left retaliatory negs and blackmailed the buyers into mutual withdrawal because a lot of them thought having negs on a buying id actually mattered which of course it didn't then any more than it would now.

Get rid of feedback altogether,you either buy something or sell something and if you have a complaint with anything then advise Ebay and PayPal and then let them sort it out privately.
