I want to send a large letter sized item to Belgium. How do I calculate the cost with Paypal seller

I recently sent to Belgium using Large Letter post under 250g @$6.70 plus $3.85 for a delivery confirmation (return pink card). All costs are shown on the AP sticker, so buyer sees actual cost. I now charge a flat rate of $10.85 to send quilt patterns OS & the delivery confirmation card has so far been returned to me from Belgium, USA & Canada. My flat rate includes the cost of the Kraft envelope.
