If you are selling an item, what does it mean if you choose "no international postage" in the International Postage section?

It means you won't post the item to overseas destinations, only within Australia (presuming the item is in Australia, and being listed on the Australian site).
If you don't want the item to be available to overseas buyers, you will need to set it as 'no international postage' and also go to My eBay > Account > Site Preferences > Buyer requirements and set up the block to prevent people with an overseas postage address from actually buying the item if they happen to find it.

So, is it correct that
if I set up the account as said : eBay > Account > Site Preferences > Buyer requirements and set up to block people with an overseas postage address,
then the overseas people still be able to see the listing, but will not be able to bid/buy it if it is listed in Australia?

Almost 🙂 and pretty much, for all intents and purposes...
Basically, (and in general) anything on the web is searchable if someone is looking in the right places, which kind of complicates things, but in the simplest way I can explain it:
No international postage means you won't post overseas, and most of the time, people searching for items on other sites in other countries won't find your listing, usually only people in Australia will see it, because that's the only place you will post to.
But, eBay, in their wisdom, decided that if you set a listing to only post to Australia and someone from overseas does happen to find the listing (either because it was incorrectly displayed in eBay's results, they found it in a google search, or by coming directly to the Australian site and searching for items available here), they can still go ahead and buy it, unless you set up the block as well.
So - "no international postage" is basically "don't show my listings to international buyers, if you can help it"
and "block buyers with a postage address in a location I don't post to" is "if you have to let them see it, for goodness sake, don't let them buy it". 😄
