Import duty/taxes when selling to the USA and other countries

I've got an Ebay AU account and would like to sell to people in the USA and other countries. I notice some listings by other people who offer shipping to the mention something like "The seller is not responsible for any taxes or duties payable at customs". So i there tax or duty payable? How does it work? Can the buyer pay? Also, what other countries have this as well?

Thanks in advance.

It is up to the buyers to know what their countries import duties are and up to them to pay it if any on receipt of the items.

It is not up too you as the seller to worry about.

Most countries have some type of import tax, Australia do also but theirs is an extremely generous allowance before it kicks in, $1,000 including delivery costs. Some places charge the fees on all imports however cheap. Because no seller can be expected to know the regulations for all other countries it is best to put the disclaimer in your listings as you can get some buyers who get very upset when they find out how much they have to pay.
