Hi, I'm trying to sell an item on eBay and received a message from a buyer offering 125% ($200 instead of $140 + $10 domestic postage within Australia) of the buy it now price if I would ship internationally to the USA for free. They requested my PayPal details to complete the payment but I'm somewhat reluctant as the account is new with no feedback. Is it safe to complete a transaction in this way?

Personally, I would not go anywhere near it
I would ignore them and put them on my blocked bidder list

It is a scam.
Any time you are offered more than the asking price it is a scam. No exceptions.
They are not necessarily trying to hack your Paypal account - what they do is send you an email, purportedly from Paypal (that's why they need the correct email address) saying they have paid, but the money is being held until they verify delivery. Which will never happen.
Also, with eBay's current paranoia, sending them your email address through eBay's messaging system will result in your and their accounts being suspended.
About the only plus for the policy.
