I just had a buyer leave me and the next seller identical neutral feedback on similar items.
I have a really good feedback rating and do not believe this feedback is true. The buyer did not contact me prior to leaving this, when I realised they left me nuetral feedback I contacted them but they have not replied to that either!
Looking through their feedback I see they have given 2 neutrals and 3 negatives in the last 20 transactions and then some more on the next page. Seems a lot in only 46 transactions!
So is there a way to block buyers like this from bidding/buying your items?

Buyers aren't required to notify you that they are going to leave bad feedback although it's good manners to do so.
You can reply to feedback if you think it's incorrect but have to be careful what you say or eBay will remove it.

If you leave a followup reply to the feedaback put the user ID in it so others can see who it is.
Ebay generally do not remove feedback unless it is specifically mentioned in the policy. Even though it clearly states it is to rate "your trading partner" people can leave feedback relating to postage times. The service the buyer has decided to use.
If you are a part time seller call them a liar and fraud (if it is justified) in the feedback reply along with the user ID, which is allowed under eBays system. Unfortunately this is the only course of action if it worries you and ebay decide not to remove it. Contact eBay first to see first though as they are unlikely to remove it if you reply with something like that.

Im not so much worried that the buyer has left a nuetral feedback as anyone smart enough to look at their history can see the buyer has left 4 neutral and 4 negative feedbacks in 46 transactions including a neutral with postive comment and surely this is feedback misuse?
Im am annoyed that I wasnt contacted if there was an issue, as I would have resolved it immediately!
It should be a rule that you must contact the seller before leaving nuetral or negative feedback so its fair.
Im also annoyed that we have no way of blocking buyers who get kicks out of leaving a lot of untrue feedback in this day and age.
Didn't there used to be an option to block people that had given a certain amount of bad feedback in a certain amount of time?

you can block any buyer you like go to block buyers section on ebay in fact there is a reference a couple of posts up by dig

Seller defects are issued by ebay for a variety of reasons. If you go to you seller dashboard you will be able to see what defects you have accrued and what kind of things they are for under the current rules. This will change in Jan (??) next year.
As you cross certain thresholds of defects (percentage) then account limitations/restrictions will be applied by ebay.
At the very worst case closure of your selling account.
Defects are issued for things like:
Neg or Neut feedback left by buyers (your case)
Low star ratings on various DSR's (Detailed Seller Ratings) for 3 stars or lower left by a buyer.
Transactions you cancel if you run out of stock or the buyer has not specifically requested it.
Buyer-opened cases or return requests for Items Not Received (INR) or Not as Described (INAD).
Low buyer ratings for postage or delivery times.
I may have forgotten some.

By the way....
Thanks for putting the buyer ID in the comment you left. It allowed me to see the buyer's history which is pretty awful.
Since she buys stuff in our particular category (baby goods) she has been added to our special blocked list now on all our IDs. So cannot bother us.
This is the way to help other sellers protect themselves against this kind of feedback misuse.
Unfortunately we cannot put auto blocks in place for excessive use of NEG/NEUT feedback. But would like to be able to tho.

What clarry should have also mentioned is once you receive 8 defects from I think 3 different buyers then you're out,suspended from selling.
But this will all change in FEB 2016 so until then safe selling.
