Your item is a high risk item for fraudulent buyers. Ignore any correspondence from the buyer. Even if they are showing a US address, they will eventually ask you to post it to Nigeria (or some other scam prone country). Don't fall for them saying they have paid. Don't give them your PayPal email address if/when they ask. If you get an email saying it has been paid, don't click on any links in the email. If you are unsure, login to PayPal via a browser.
Do what DG said and get those blocks happening. Just to play it doubly safe, set up postage blocks as well. While you're in the site preferences, look under the postage preferences heading for "exclude postage locations from your listings". Click on edit, then make sure all the boxes are ticked. It's not always necessary to create this block, but with your high risk items, I'd be covering all bases.
In regards to relisting, if eBay told you not to sell to the first buyer, and this second one has the same email address, give eBay a call and let them know it's the same buyer. You should be right to cancel the transaction to get your fees back and then relist.

Thanks guys.
Called and emailed ebay. Advised to do the same thing by ebay. Item relisted as advised, just waiting for the fees to be cancelled.
