And I agree with your comment about 'eBay being eBay'.  

All contributors to this thread tried their best - thanks everyone!!! - it just didn't pan out on this occasion.

We all have a few 'win some, lose some' when it comes to these promotions.  I just wish that eBay would get it into their heads that these promotions make them more money from all sellers, and should provide them to everyone on at least a monthly basis

eBay claim it is random. Therefore there is no way to determine whether or not you will get them. Or any avenue for complaint. I haven't had any except the 200 at the start of the month, which everybody got, for ages.

If your business model is predicated on free listings, maybe look at sites with free listings (and no traffic).

All ID's not allowing this time. If you look at the wording, does state Promotion for 'Non store holders, realise that doesn't mean ALL non store holders & I know it's random but I've missed out on the last couple when I used to had them all the time.

Oh well, will just have to wait till the next 40 freebies in March. Happy selling everyone.

yes i have had the same  as you with no offers for ages except valentines day promotion ..I used to get lots of offers..Oh well good on the ones that can take up this offer ..we have to appreciate them when they come along...

It means you haven't been invited and can't use the promotion.

The same as me, and many others.
