I'm afraid that they didn't - they just did something they are very fond of doing, which is to create and/or move help pages, information, which then has the side-effect of obscuring previously existing policies.
Edit - apologies, I supplied an incorrect link for US eBay - will find the one for Aus and add it.

Are you sure you are not confusing the ebay policy with the new rules on paypal protection?

I'm pleased to say that I have a solution. Sell something that isn't contentious.

Here's the correct link:
http://pages.ebay.com.au/help/policies/listing-no-item.html
Expand the "Listings with no items' heading.

You cant deny it isn't contentious. The reason you can't deny that it isn't contentious is that it is contentious.

Not to hijack the thread....
But in reading that I could not help but notice this common practice that is used very often.
I did not realise that the practice was specifically against policy.
"Listings that are out of stock but left active, often with a drastically increased price to prevent purchases.
(See theout-of-stock option for Good 'Til Cancelled listings.)"

I use the out of stock option now on items where I do not frequently replenish and it's great. I used to jack up the price to prevent sales/. Although if ebay were to provide a better management tool for me to remember to replenish them on ebay that would be awesome. There we go clarry you didnt hijack the thread but I did.
