Not sure anybody knows this eBay Policy. One of the hundreds of policies we need to abide by to use the site ๐
Examples of listings that are not allowed:
...
Mystery items (envelopes, boxes, etc). This includes listings where the seller doesn't specifically identify the contents, number, quality, or condition of the items for sale.
...
I was getting ready to list one when... a google search found me this page:

a person would have to be daft to buy one, and therefore selling one is taking advantage of the aforementioned daft folks.

I went to QLD and stayed with a seller there and she sells mystery boxes and I could not believe they were only selling for about $10 to $15 and she showed me what was in them and there was like well over $80 worth of brand new kitchen ware in them.
She said they work a treat for getting buyers in to view the store and when they get their package they buy more from the store seeing after seeing how good they are.

It's better to not list it than receive a policy violation. The problem with policies and all the other information about ebay is there is so much of it and it isn't exactly interesting reading.
