TL;DR
I seem to be having troublve finding a definitive answer on this: if I report a non-paying buyer, they still don't pay, and after four days I close the dispute to have my FVF refunded - are they still able to leave negative feedback if they feel like being malicious?

I have a "buyer" who bought two identical BIY items Wednesday morning (they made two separate purchases of a single item each, rather than one transaction for two items), and never paid.
I sent an invoice Wednesday evening, never heard anything, so Thurday evening sent a polite message asking if they were waiting on anything else from me in order to complete checkout. A little while later they simply replied that it was "a mistake".
A little bit of feedback snooping showed that they've likely bought a similar item from another seller shortly after committing to purchasing from me, and further digging shows that they actually tried to buy the item from me using a different eBay username that would have been blocked due to it only having a couple of feedback (the account is only a month old).
So evidently they've found a different deal elsewhere, and the line about it being a mistake is just an excuse.
I'd like to report them for non-payment, but befre I do would like to understand eBay's position on them leaving me a negative if they take offence at being reported.

I have a feeling the buyer might end up paying for the items and then try and scam OP.

Whatever you do, don't delete the message.
If they do end up paying then try to make trouble, you'll have it as evidence they were anti right from the get go.
I don't think they are going to pay though, doesn't sound like it.
Just let you unpaid item case proceed, take no notice of the rant & don't reply.
Yes it is possible Mr not at all intellectual can give feedback, I think. There's a small window of opportunity between now and whenever you win your case. However, you can get it removed.
They seem to think that just because they sent you a request to cancel, that their wish is your command. So a little practical lesson wouldn't go astray.
With luck, he won't even know he's getting a strike. Let's face it, it won't affect his buying unless he has others & even then a lot of sellers haven't got blocks.

Once a UPI case has been closed then neither party can leave feedback.
If the buyer chooses to leave feedback before the case is closed they can but it should be easily removed by ebay after the case is closed if they still did not pay.
If they pay after you open the case then this action closes the case and the transaction proceeds as normal.
Then the buyer can leave feedback as usual.
The normal criteria for feedback removal by ebay are then in place.
But I would think that if the wording they use is clearly retaliatory for the UPI case being opened then it should be removable.

Yes, I keep all eBay messages regardless, so no problem there if they become nasty.

Just an update, the buyer didn't pay after I filed the UIDs, and I was able to close them off this morning and receive FVF credits.
I did end up replying to the buyer's abusive message (copied below) - the first part (before the 'P.S.'), is wording I copied from another thread posted years ago - I belive kopenhagen5 originally came up with this cleverly worded explanation - nice work, k!
Didn't hear from the buyer again after sending that message, nor did they leave negative feedback.
Case closed.

Sure, no problem. I understand you would prefer to cancel your purchase.
The method I use for closing a transaction is to follow the case procedure through ebay, hence you will still have the opportunity to purchase by paying within 4 days. Should you still wish to cancel the transaction, simply ignore the case and I shall close it on day 4. This then ensures that my ebay fees are credited back to my account. Thank you for your understanding.
P.S. Your claim of purchasing the two items from me accidentally would be more convincing if you hadn't also tried to buy the same item from me using your other eBay account (the newer one named "**********"), and if ********** hadn't already left feedback on your main eBay profile for the set you ended up ordering from them shortly after.
