No more automatic free listings.

I have just been chatting to an ebay rep about the disappearance of the automatic 8 free listings and was told:

The 8 free listings will disappear if your account reaches Established Seller Acc status,which is 90 days as a seller,$250 worth of sales and 25 successful transactions in the past 12 months.He went on to say this will happen to all non store sellers,you will get the 40 free listings but no auto free relists.Just thought I would let sellers know.

How do you access the quick lister? I've never been able to find it. I'm not subscribed to anything.

When I unsubscribed to SM I think it was the only option. Either that or there was a button somewhere. Can't remember.
