This might be an old issue , however i have noticed recently with some non paying buyers that you cant give them negative feedback. You can give positive feedback with a negative comment but not negative or nuetral options. The thing with this is that they gain more points towards stars etc. So in reality you could buy 50 items , not pay and if all the angry sellers leave feedback that person could get themselves a blue star. I think this is something that needs to be fixed. Apart from the annoyance of non paying buyers , its the nuisance of having to get back final value fee's etc.

Superficially you are right!
If the non paying buyer is the sole bidder then not much cost, but if he is not the only one, the seller now could have sold to someone interested. These bidders usually move on after losing on bids.

there are listing costs, not all sellers get their 30 freebies a months, majority of sellers pay, and listing costs are NOT refunded, Large seller may also pay wages to somebody who has to deal with disputes and re-listing. Even if they do it themselves, time is money; they could be spending that time listing more items, which would give more opportunity to make money.

That is a really good tip for everyone to remember.
It depends on us all making the effort to report them.
In the long term it is worth it to stop these people abusing the system.
If they can't buy from anyone, they will (hopefully) leave.

Catspj, do you actually remember the days when sellers were allowed to leave negatives for buyers? I do - and it was an absolute nightmare. Just about every time a buyer left a neg for a shoddy seller, back would come a big fat retalliatory lie. Yes, it was usually obvious who was telling the truth, but it caused untold damage percentage-wise to buyers who were also sellers. The end result was that fewer and fewer buyers were game to leave negs for nonperforming sellers and the whole system was in danger of breaking down as it became harder and harder for buyers to know who to trust.
