Non-paying bidder on Strawberry Shortcake items

How many people out there have had their SSC items bid on by a 0 feedback member only to have  them deregister and reregister as another user name and alias, only to bid on the same item  or other SSC items you have listed and repeat the cycle of not paying? Currently, there is a serial SSC bidder doing the rounds and has affected 70 sellers thi time round. Other than blocking 0 feedback members what else can be done?

Block 0 FB members that are not phone verified.

.... and if somebody that is on your BBL gets another ID and bids again report them, that is against policy.
