Type in all the details and checked and got this on Sunday:
This credit card has been refused by the bank that issued your credit card. For details on why your card was refused, please contact your credit card issuer's Customer Service department. Or, you may want to try adding a different credit card.
Monday morning I went to the bank and they said it is fully active and i should be able to link it with PayPal.
So, last night I tried again:

So today I randg PayPal, they said it was the bank refusing to allow it to be linked to my PayPal account. So I prined the page out and went back to my bank.
This time they said the card is fully active and should be able to link it with PayPal and he said there's nothing they can do except telling me to try adding it through Internet Explorer or Google Chrome as it could be the browser. If that doesn't work, it is a payPal problem.
So I tried both and got this:

Has anyone else had this problem and how can it be fixed? All PayPal and my bank are doing is blaming each other

Have you tried using the card for some other purchase? Or try using it as a guest on paypal.
This would at least prove whether it is a bank problem or a paypal problem.
Other than that I have no suggestions, sorry.

Have you exceeded your credit limit? That's the message I got when I tried to add a debit card with no money in my account.

It's apparently a common problem (google results link), but this is the answer given by a PayPal rep, and I'm not so sure it's going to be helpful:
If your card has expired before you updated the information or if the card is already active on another PayPal account, the only thing that you can do is to try contacting customer services in PayPal and we can try to assist you on the phone with resolving this.
If you are being advised on screen that the information is being refused by your bank, you should try to ensure that you are entering the information exactly as it appears on your card. You should also check the address as it appears on your statement in order to make sure that you are entering the address as it is on your statement.
If you are still receiving the same error message, you may need to try contacting your bank again im afraid. When you do this, you may need to ask to speak with the online authorisations department in order to determine if they can see anything that would prevent your card from being registered on PayPal.
Other results seem to suggest that there may an issue with Visa debit cards issued via the Commonwealth ?

I'm with the ANZ bank
I ain't over my limit, but i could try purchase online somewhere and see if it works. If it does then it may be a PayPal problem and if it doesnt work on another site, then it may be a bank problem

I had the same problem also with an ANZ credit card when changing details from a joint credit card with my husband to a card in just my name.
I phoned Paypal and argued that I had used the credit card (bought airline tickets online) and there was not a problem with the CC.
They wouldnt do anything about it and said after getting that message 3 times they now wouldnt accept the card at all. I asked them to override the message and enter the details at their end. They refused. I had just bought something from ebay so had to add my ATM card as the only way to pay for items. Now it comes straight out of my account but the seller has to wait as it gets paid as an e-cheque.

I am getting the same error and the bank says all is well on their end. Strange.

I had the same problem.. It was actually Tescos who had put a stop on the card as there had been a flurry of activity on it over a few days. They rang up and checked within 5-10 mins of it being declined and once I confirmed it was me using the card they took the block off and I was able to go ahed and purchase
