So now Ebay are withholding money.... I have to send a $300 dolar item to a customer without receiving a dollar for it untill 21 days later. Does anyone in Ebay actually have a clue what they are doing? Do they have any business experience at all?
Would like to know if anyone can recommend any alternative selling venues - thinking it's about time to abandon ship here.

It is not intended to be a critique at all.
You queried about the rationale of your payments being withheld, and I am responding to the very issues you raised in the OP.
Being a seller on eBay at the moment is TOUGH and getting TOUGHER, or should I sugar coat the reality so that you might feel better.
I don't think there is a seller on these boards that is not feeling hard done by ATM, however lamenting about that is one thing, I was trying to point out reasons why your other account funds might be being held, and you don't seem to be interested in that discussion.
I am no eBay apologist, and I think the measure is unfair for new sellers, but at the same time I am trying to point out some of the reasons why this may have occurred for you - your selling behaviour on your accounts, can and does affect your other accounts.
As an aside, I think your crotchet toy offerings are most fabulous and appear of the highest quality - I would be most partial to the blind mice if I had little ones to purchase for at this time - and no, not just cause of the cat factor

I am aware that selling behaviour can cross over to other accounts, that's why they were happy to raise my selling limit when requested because my record on both accounts has been entirely positive. (although it made little sense that they raised the newer account which I only sell small dollar items on, without me asking for it, but I had to request a change to the older account which mostly sells high dollar items). My main point is, this is an enirely illogical and unfair policy that they are imposing on a lot of sellers. Given the amount of money they make off each sale, I would think a little support toward the sellers would be a fair expectation instead of just making it even harder for us all when, as you said, we are already doing it tough.

Did you take into account that some buyers won't leave feedback unless the seller leaves them some first? If you want your fb to increase as quick as possible to 25, I would think you would be leaving all buyers fb.
If you don't see the point in leaving buyers feedback and don't leave them any, then it is a bit rich to expect all your buyers to leave you fb.

I don't expect feedback off anyone. On Etsy, sellers are actually forbidden to make any form of request for feedback as it is considered spamming. If a customer is happy with a transaction, they will leave feedback if they choose to, but no matter how well a transaction goes, some people just don't do feedback, I have no problem with that. I do my best to provide quality products and give good customer service because I believe that is the right thing to do, not because I am after feedback. For Ebay to arbitrarily pick a number just seems ridiculous.

This isn't etsy. Feedback is part of ebay. Buyers do seem to expect a seller to leave them fb first.
eBay chooses the number -- 25 ? feedback --- I guess if you don't like their system then you have a choice not to use it.
You must be keen to get 25 feedback if it means your payments won't be held for 21 days. I would be leaving buyers fb, if I was in your position.. in the hope of getting to 25 quicker.

Why not ?
I buy something, pay for it, the sellers posts it, they should leave feedback then.
I message sellers if feedback hasn't been left within a week of an item being posted.

Ahh I miss the good old days when you could just go and buy a few thousand feedbacks and claim them as your own
