I recently sold an item. The postage I used had a tracking number (Auspost says it has been delivered). Do i still have to wait the 'upto 21 days'? Paypal says it could be sooner if I mark it as shipped & if I used tracking.

You can try entering the tracking number in Paypal, it may help, but it may not.
I have a new ID started last month and despite my main ID having a 100% clean record going back over 10 years with eBay and Paypal (not a single Paypal dispute and no unresolved issues on eBay), they still have the 21 day hold on my new ID. I am finding though that as I get more sales, the hold period on new sales is getting a little shorter, an item I sold yesterday only has a 16 day hold. I'd argue the point with them, but I don't need the money immediately anyway, nor do I need the frustration. I prefer to pick my battles.

Penny... we had this exact situation.
We opened a new selling ID after we had two other long established selling IDs (one of them 10-years old) with no problems whatsoever.
They held funds on the new ID once it made sales.
I called them and explained that we have a good track record on two other selling IDs but they refused to lift the hold. We use regular mail so I had no tracking to show them.
So I submitted a complaint to the FOS citing our other long term accounts.
Within 48-hours the holds were magically released and they have never held a single cent on that ID ever since.
So I would recommend going the FOS route if they won't comply. It's a pretty simple online form to fill in.
