It's not allowed, but is not really policed. Why not write them a polite email asking them to remove your photos?
What should I do if my image or text is being used by another member?
When you create listings you give eBay and it's members permission, through our user agreement, to use your images and product details. Your content may be added to the eBay product catalog, and may be used by other sellers in their eBay listings.
You may contact the member and ask them to remove your image or text from their listing if it is not part of the eBay product catalog.
Keep in mind, when you create a listing or product page you give eBay and it's members permission, through our user agreement, to use your images and product details. Your content may be added to the eBay product catalog, at our discretion. Content added to the catalog may be used by other sellers in their eBay listings.

I have noticed over time that some sellers have copied both photos and descriptions of items I sell, specifically the posters and prints. They stand out for me, as I use a specific word for almost all in the title: art. It saves that seller the time taken to research item specifics. Personally I take it as meaning that I have got something right.

Did I read somewhere a few years ago that any photo's uploaded to eBay now become their property.

You sold it, they bought it.
Why do you care after the fact?
I would never sell something on the account I bought it on, or use the seller's pics. But that has nothing to do with it. You sold it, they bought it. Why do you care? Surely you are satisfied with the sale price and what happens afterwards is irrelevant.

No.
By uploading images to ebay, you grant eBay a license to use said images, under limited circumstances, just like some companies are granted a license to use Disney characters on products (i.e. they can use it, but they don't own it) . If ebay select that image for inclusion in their product catalogue, any other seller may opt to use that image from eBay's product catalogue, in an eBay listing for said same product.
Seller's retain copyright to all of their IP, and have not uploaded their image or descriptions to the public domain, nor with a creative commons licence that grants commercial use to any and everybody.

Just an indication of how lazy some sellers can be.
Don't lose sleep over it, it won't happen to everything you sell, just some sellers can't be bothered to do the work.
Yes, you could send them a polite message and ask them to remove it and replace with their own, but chances are they won't.
It is something that happens now and again, probably not illegal on eBay, but morally wrong.
We can never know the exact circumstances as to why they are using your info perhaps their camera or phone not working? Perhaps not able to have access to a photo opportunity.
Try not to let it gnaw at you as otherwise your enjoyment at listing other items and dealing with good buyers will be tainted.
And there are loads of them!
Wishing you Good Luck.
