I think the 50 concession stamps is very generous. I doubt that the average pensioner would even use that many.
Why should the taxpayer have to fund your ebay postage costs? If you are making money from ebay I would suggest you are making a profit on the postage if you are using concession stamps....I doubt that you give your buyers the benefit of your cheaper stamps.

Let's see... post somewhere between 10 to 25 large letters in two months, then come back next year (most games I sell require 3 stamps as they weigh around 150g, only the very few games that don't have instructions are under 125g). The concession stamps have no monetary value, but are considered to be the current base rate of a regular stamp (e.g. $1.00) even if the concession card holder only pays 60 cents per stamp.
Pensioners aren't just limited to people born in the first half of the 20th century, people with disability/carer etc. pension cards are also eligible for the concession stamps. As I said earlier, 50 stamps is a mountain load if you're only using them to send greeting cards to friends and family, but large letters are an entirely different ball game.
And yes, I have been known to refund buyers if the postage cost is less than what I originally charged, even refunding the entire postage in some cases e.g. when a Parcel Post item has been posted by someone else and went through as an untracked $2 large letter, I refund the entire postage.
Taxpayers should be worrying how much money is spent on brand new private jets given to politicians every year to replace last year's model, not to mention the completely unessential taxpayer-funded holidays, flights, cruises, hotels (which absolutely must be 5 star accommodation of course), limo chauffeurs, the limos themselves, McMansions etc. - if they already have an eight or nine figure income, why are they receiving these things for free courtesy of the Australian Public? Mr. Turnbull doesn't drive himself to work in an HQ Belmont ute.

I would have thought the point was to reduce postage for card holders for PERSONAL use, not to run a business.
Given that your competitors would be paying full freight, why do you think you should be entitled to concessional postage rates to run a business?
Seems somewhat immoral to me.
