This is just a warning to sellers about an eBay oddity which stems from their postal fee.
I sold an item which later I found out on a second one that I had put free postage in the blurb, but it didn't change in the postal charges.
As the first one was already paid and sent, I changed the second one to the free postage. I then contacted the 1st buyer and advised that I was going to send the $8.50 refund to him through PayPal, which I did.
On the invoice total from eBay, they still kept the fee for the postage as per their new policy.
I had to contact them and they advised that their system does not adjust for any refunds you do.
Their reply was - 'It's good that you contacted us about getting a credit for final value fee on shipping. Please understand that when your buyer go through the eBay checkout and paid a postage charge, system will automatically charged you for final value fee on shipping. System can't detect that you refunded your buyer with the full amount of the postage, however this needs to be done in our end.'
So if your buyer buys 2 goods and then sends payment for 2 lots of postage and you can get it into one item, then when you do a refund of the excess postage you need to tell eBay so they can adjust it, otherwise you pay the full fee.

If tuhe buyer makes individual payments then you should not send them in the same parcel regardless of how much the postage is. You will only have one trscking number so a dishonest buyer can put in a claim for one of the items. I clearly state in my listings that combined discounts can only be given on items paid for on a single invoice and to wait for thast invoice before paying. If they pay for one and them another on different invoices I trrat them as different transactions and they don't get any discount.
