For someone like me who doesn't own a smart phone, does that mean I cannot sell something and have someone pick it up?

No, you don't "need" a QR code, which is only one of two options.
The buyer will receive a QR code and also a 6 digit code. The seller has the option of either scanning the QR code -or- entering the 6 digit code.
Proof of pickup is required to protect you against item not received cases.
For proof of pickup you can:
To scan the QR code:
If the buyer doesn't have their email with the codes, they can also access the code by going to their Purchase history in the eBay app.

Stipulate “cash only” then MBG works for no-one

Why do you think you need a smart phone to enter a 6 digit code online?
If you have the capacity to create an eBay listing, you obviously have the means to enter the pick-up code.

What is "MBG" ?

Because I don't know how this works, and all I hear is that you need a QR code. If you can explain how the whole thing works that would be helpful. Thank you.

eBay's Money Back Guarantee
If the buyer pays cash, neither of the following disputes can be opened because as well as an
'item not received' dispute, where you need proof of pick up, the buyer can still open an 'item not as described' dispute
Returns for local pickup listings should be treated the same as other delivery options. If the buyer returns an item because it's faulty or it isn't as described in the listing, they can return it to you even if your return policy states you don't accept returns"
