I have an overseas return which I have been waiting to get back since about 1st June.
Buyer has made no further contact and since the item has not yet arrived it is possible the case may time out.
Item was not sent tracked as far as I am aware.
My question is whether the buyer can still leave feedback if the case does time out after 30 days?

If they're still within the 60 days of purchase, feedback can be left, but I believe it's posible to get any bad feedback removed in such cases. (I haven't had a return request time out for a while, but other sellers have mentioned that the email notification from eBay contains advice that because the buyer didn't meet the terms of the policy, any defects, neg feedback etc, is eligible for removal).

We did have one INR case a little while back that went beyond the 30-days and was supposed to time out but did not.
There was no feedback involved but when 30-days came and went I contacted ebay.
They told me it should have timed out with no defect against us and said they passed it to the technical team for investigation.
A few days after that it did time out and close.
This was also about an untracked large letter, although not international, so we had to assume that it must have eventually arrived and the buyer smply never came back to visit the case after it did. We never refunded or sent any replacement out.

Are you sure it didn't time out 30 days after the expected delivery date, because that's when the 30 days is up and not 30 days from the transaction?
