I thought return for change of mind, was up to the seller as to grant or not, but had 2 of these lately and Paypal freezes funds, there is no option but to accept, as to refuse may see buyer with the item plus refund of payment. So buyers can return items for any reason now not just item not as described !!!!!

and above I put a shot from what consumer guarantees doesn't cover, so it seems to mean, if a seller has a defined policy, it could be argued with Paypal that change of mind isn't accepted.
If that all makes sense, it is worth talking to Paypal once establishing a clear, on the listing policy regarding change of mind.
I 100% agree everything says change of mind is not acceptable but the above offer goes against that. It really is not clear and ebay and paypal both fall on the side of the buyer

Well, I think it has its pros and cons - there are a lot of good reasons for not wishing to accept change of mind returns, and if a seller doesn't, I know personally it won't affect my purchase decision, but it may affect the purchase decision of other buyers, particularly as sometimes it can be interpreted as "No returns......for any reason".
I sold some pre-owned DVDs on this account a while back, and didn't want to accept COM returns for those, so I had very simple, short descriptions, then in big, bold lettering underneath the description, I had a note that said something along the lines of "Please note that while I don't accept returns for change of mind, I'm more than happy to help if there is a problem with an item", in the hopes that if there was a problem, people would contact me and let me know about it rather than assume I'm not willing to help due to it just saying 'returns not accepted' in the postage and payments tab.
The setting will depend on whether you have business policies or not (you'll know if you do 😄 ), but if not, you should find it under My eBay > Account > Site preferences, I'm pretty sure you can adjust the policy in bulk on current listings via selling manager as well (select listings to edit, go to the edit page, select all listings there, then click the 'Edit Fields' menuand select 'return policy'.
If you do have business policies, any change you make to a current policy should immediately apply to current listings.

OK Digi,
now totally confused, basically buggered if you do, and buggered if you dont, godam why cant Ebay be the simple platform it used to be, as pointed out we sellers were quite capable of sorting out problems with buyers our selves. No wonder we love our website.

Plenty, that's already happening. Only difference is, the buyers claim not as described. Even if they damage it themselves.

So i have returns accepted, but put down not for change of mind, does that mean a buyer can still return for change of mind?
Im just curious as i might be listing some more rare dvd boxsets

Well, I don't like saying it but it is a bit that way sometimes, unfortunately.
I don't know if this will help you at all, but I tailor my policies for all the (many) good buyers out there, who won't abuse them, because they're both in the majority and my priority. I decided to accept change of mind returns as I just personally feel that in my categories (one of which is very much 'fashion', and of a generally particular taste) it's all part of the service when buyers are purchasing something sight unseen, because no matter how good my descriptions are, I can't tell people how they will look, or feel, when they're wearing one of my designs, and I'd rather my buyers feel safe in the knowledge they can return it if they really don't want it after all, without having to go to extremes like damaging it, or making a false claim.
Obviously other categories like electronics there's not much "well, I don't like it so much now that I'm wearing it" kind of stuff going on so offering change of mind returns is less likely to make someone decide not to buy, but keep in mind you can make change of mind returns conditional, like packages have to be unopened / unused etc, and if necessary you can get things like tamper-evident seals so you know if something has been opened.

The offer is against it, but consumer law isn't for it. So in theory (hopefully practice), it looks like if a seller has the no change of mind policy, consumer law can't overturn that, and Paypal's own return policy says return must abide by seller conditions/limits ... and the eBay guarantee lets buyer only put in a request. It doesn't cover change of mind. Worth a go I think.

I have had a couple of change of mind return requests. My policy clearly says refund of item price only when it is returned in the same condition as when sent.
In both cases Paypal put the full transaction payment on hold but once I checked the box to say I had received the goods back the buyer was given just the item price and the remainder was released back into my Paypal funds.
