Haven’t sold on eBay for a while.
Am I led to believe that eBay won’t release my funds until I’ve shipped the item?
I’m supposed to send a $1500 item before I’ve received? Really?

I haven't sold on ebay for many years but from what I have read on these forums, yes, that is exactly the scenario you face.
You'll need to be signed up for managed payments too (if I have it right) if you ever want to see those funds.
The hold on funds is for roughly 3 weeks to a month I think and started a few years back. I would imagine it was to put a stop to scammers who might have come on, sold a range of things then gathered the money and taken off, without ever posting the items.
The buyer will still have had to pay that $1500 if you sell it. Keep that in mind.
It is just that the funds are on hold and not paid over to you till ebay has a chance to see all has gone well.
If you don't post the item, there is no way a buyer is going to happily wait a month. They've paid the money, they expect the goods.
You might be better selling a few cheap items for a while till you get over your probationary period, then sell the $1500 item later.

Certainly not recently by any stretch of the imagination
Managed Payments has been a 'thing' for almost three years, holds on funds also applied to new sellers, and sellers who have not sold recently
So, in answer to that question, yes, really
Yes really, you do have to post and not make the buyer wait
If you have not fully completed sign up to Managed Payments, you will not get your funds at all
You will want to read up on selling (as would have been a good idea to do before listing)

2 1/2 yrs + with a 2yr lead in . So the info has been available to you for 4 1/2yrs +.
You are required to ship when ebay tell you the item has been paid for, all payments are now routed via ebay, and your managed payments account, so you have been paid, but as you are an infrequent/new seller, your funds are held for up to 30days, as per T&C's which you apparently read and agreed to, it is also likely that 10% of your funds will now be held in reserve for 60 days.
Once you become established as a frequent and reliable seller, the needs for funds to be held will cease.
