It's so frustrating. What are all these codes? Why has some idiot deemed it necessary to make things more difficult?

I'm presuming that the business policies has been implemented on your account, which means that in the postage, payments and returns sections of the Sell Your Item form, there is a dropwdown menu with seemingly random codes to choose from rather than a service to select and a field for the price etc.
If so, the (generic) codes are automatically assigned by eBay and represent each combination of postage options and prices you have ever used. If you want to know which policy does what, click on the "Show Details" link, and when you bring up an individual policy, it will show what options it uses.
@For example, say I once listed a CD and offered standard delivery @$3.00, and registered @$6.50 - a postage policy would be created with those options. If I also once listed a CD and only offered standard delivery @$3.00, a separate policy would be created for that.
You can edit the policies eBay have automatically created and give them more meaningful names, so that you can see at a glance which does what, or delete them and create new ones.
It's actually quite handy once you have them all set up, especially if you list on a relatively regular basis and use the same postage options/prices, as then it's a single click to fill in all the info for postage. Alternatively, you can opt out for now and go back to the old way by going to My eBay > Account > Business Policies and clicking the Opt Out link (top right-hand side).

100% of my transactions are 100% successful. But I don't enter into a transaction expecting the worst.

I agree that the new listing policy format is not particualrly user friendly for new or occassional eBay sellers.
I hope eBay retain the ability for sellers to opt out.

I only have it on one of my selling ids, the one I sell the least on, and wish they would hurry up and implement it on my other selling ids.

I agree, I occasionally sell things on ebay and the new postage prices are usually incorrect. I voluntarily refund the difference in what the buyer has paid and what the postage has cost.
