Regarding the recent policy changes that don't permit sending email addresses through the ebay message system, does anyone know why it is still possible for some people? I know that I cannot include my email address in an ebay message, but sometimes a customer can send me theirs???!

Sometimes it is blocked and some times it is not.

eBay doesn't recommend sending your email address through the message as they prefer communication to go through eBay messages only. Just incase you're wondering why it might be blocked.

eBay doesn't let me send my email even if I break it up..

It is a bit hit and miss. I don't know why they have done this as a 'me' page even allows a seller to add a link to an off ebay site and their own email address.
I think that your choice in why you want to contact the member may play a roll in it.

They've probably sorted it out in the last 6 months.

I sent my email via messaging to a buyer 2-3 months ago. An enquiry about one of my items (which he ended up buying) lead to general chit chat going back and forth over a few weeks and the discovery that we have similar interests. It also turns out we are in the same profession. There are now regular emails going back and forth between us. Maybe because there was no mention of offering an item off ebay for sale that my email didn't get blocked from him?
