When it first started happening I checked and my listings were showing straight away in newly listed and ending soonest, just not in my store or 'seller's other items'. That must be very confusing to buyers and could potentially mean a lot of lost sales. It's been happening for possibly a couple of years now but I suspect it's low on their priorities of things to fix, due to a lack of resources (money, staff).
