The problem with eBay's Non-Payer policy

So, I usually sell one or two items at a time. This weekend I had someone order 7 items from me. Score! This person has 3700 feedback, WOO!

This person turns out to be a non-paying buyer

How can a non-payer get thousands of feedback, and keep not paying. I'm assuming that after so many transactions this is not his first time not-paying, and on such a large order no less. Come on ebay, if someone doesn't pay often enough, boot them. If someone leaves neg feedback habitually, boot them. These things are not hard to track! You should not be able to get to 4000 feedback and repeatedly not pay for purchases.

if sellers do their part and actually lodge non payment disputes this "buyer" would not be able to continue on their merry way. Most sellers have blocks in place that limit buyers with 2 or more strikes in 12 months.

It is that simple, just a shame that some sellers couldn't be bothered. No it's not perfect but it sure beats doing nothing

The problem with eBay's Non-Payer policy

i have a 2 strike block in place, this idiot who had none at the time bought 15 items then went to my son`s listings and bought 6 more. 2 weeks later he is still saying banks fault payment continually being resent. if i close the disputes and he is suspended then payment does arrive what happens next...

If you have an open dispute, then you close it and money then arrives via bank deposit, you send the items. They will still have gained a strike against their account though because the dispute was closed. Once the case is closed, they won't be able to pay either way.

I would close the case because they could be stringing you along until the time limit is up and eBay closes the case automatically.....which means you lose your fees. You will have the upperhand because if the item doesn't arrive or in his opinion is not as described, he can't open any disputes against you because as far as eBay is concerned, the transaction never took place (someone please correct me if I'm wrong there!).

You and your son should also add that buyer to your respective blocked buyer lists.....although having strikes from both of you will render them unable to buy from you anyway as they will have gained 2 strikes. Better to be safe than sorry though.

As for the OP, I don't know how many times I have seen false positives left for non paying buyers, along the lines of "non payer, thanks a lot, now I have lost money". That indicates to me that the sellers didn't open and close a non paying dispute. Unless sellers do this, then we are all at the mercy of these grubs.
