No one else is allowed to do, but there is a seller in N.S.W who is currently adding these words to their listing: If the successful bidder is within Australia they may ONLY pay with Australia Post money order or direct payment to my bank account (I prefer the latter).
The seller did have : Paypal usage will incur a 4% fee , but ebay has made them remove this.
At the top of the listing it says that paypal is an accepted payment method. ( complying with ebay rules)
The seller has done a crafty thing ( I am not sure how?)
Even though they are an Australian seller, they have blocked any one with an Australian address. This means that once the auction or listing has finnished, the buyer can not proceed to check out, but must contact the seller for an exception.
At this point the seller gives their bank details via message. The seller does not actually send an invoice, so there is no way to pay with paypal. After 4 days the seller can put in a non paying bidder alert.
In other words, buyer can only pay with bank deposit.
Ebay has told me that is acceptable

maybe now because ebay and paypal are separate companies the rule of needing to offer Paypal as one of the forms of payment no longer applies?
Did you speak to CS person directly via phone to verify. Perhaps there will be new guidelines that haven't been sent out yet to sellers or buyers.
The rules are constantly changing sometimes without the sellers or buyers being notified until later.
I do know at the moment it is my understanding that sellers need to offer Paypal as an accepted form of payment. Paymate is also an acceptable payment method for sellers where once upon a time this was not the case (Paymate that is).
The old addage, if you do not like the sellers condtions do not choose to buy from them.
I get your point though about the seller stating Australian buyers not being allowed to pay by Paypal"", I have not heard of this being OK but who knows we learn something new everyday here on the boards.

That seller is offering paypal to overseas buyers.

The same rule applied long before ebay bought out Paypal and ebay still require at least one safe payment method, the seller is getting away with it because either buyers are daft enough to go along with it or because those reporting it are not doing so in an effective way.
