Trying to cancel the order for item 181952050193. The buyer is non responsive and want fees refunded please.

Seems this item has been removed, the seller if they want there selling fees back need to send you a cancel transaction notice, then you just agree to it , they get there selling fees reimbursed, and Ebay stop requesting payment for the item from you,.

OP seems to be the seller.
OP - open a non-payment case if it has been 4 days. If not wait until 4 days from purchase has passed. The buyer will get 4 days to pay. If they don't you get your fees back and the buyer gets a strike.
Put them on your BBL and set your blocks to ensure serial non-payers can't bid on/purchase your items.

The "sale" appears to be over a month ago, 11th Dec. Isn't that outside the NPB dispute limit davewil ?????

Shame 'cos there's another non-payer that's got away without a well-deserved strike, and a seller that has to pay fees for SFA................
Seller's would just love that scenario.

The OP should get their fees back if they cancel, provided the buyer either accepts or ignores the request.
OP don't leave it so long next time!
