Buyer has won item and after 4 days there has been no payment so Unpaid Item Assistant kicked in.
Buyer then messages me to say they can't pay and I agree to cancel transcation.
So I use the dropdown menu and clicked Cancel Order. All I get is:
We weren't able to cancel your order.
You can't cancel this order right now because there's a case open for it.
So I turn off Unpaid Item Assistant and try again and I get:
We weren't able to cancel your order.
You can't cancel this order right now because there's a case open for it.
Then I click on Close Case.
I go to I sold an Item
and click onto The buyer and I agreed to cancel a transaction.
Then it takes me to Please select your item to cancel which I do and then I get:
We weren't able to cancel your order.
You can't cancel this order right now because there's a case open for it.
Very frustrating. Will this re-set itself eventually or is there another way around it?

You can no longer change an Unpaid Item case to a mutual cancellation - you used to be able to do it but that was changed early this year.

Did you actually close the UPI case? If so, it's highly unlikely you'll be able to get your fees back.

The big question is why on earth do you want to cancel their order?
Let's look at it.
Bidder wins, doesn't contact you, doesn't pay.
Unpaid item dispute starts. Bidder contacts you and expects you to cancel the order.
Why should you? The only reason they even bothered to contact in this case is to avoid a strike against their name. Probably they were hoping you would just let it go & do nothing.
You should have just answered that they need do nothing, just let the case close so you would get your fees back.

Just spoke to eBay (in the Phillipines I think).
I explained to them that the buyer and I had both agreed to cancel the purchase. They told me I couldn't cancel a transaction until 4 days after a UI case has commenced and that once I do I'll get a credit on the fees.
Fingers crossed.

The buyer was only new to eBay and had only 3 feedback points.
I only accept PayPal which they were having trouble with. To be fair to them they offered cash on local pick-up, money order and direct debit.
