I get the NEGATIVE feedback from buyer who NEVER paid - had no intention of paying AND has a history of non-payment as well. I though once the dispute had been finalised (to which she never responded) neither party could leave feedback at all! What a joke this feedback system is!
Oh and she has the audacity to bid on my items to which I have cancelled and now blocked her!

Given the relatively low amount of sales the OP has it only takes a couple of 1's to reduce the percentage score overall and one buyer like this doesn't help.

Yes, but I also have 3 5s.
And my main ID has 4.9+ on everything, with enough quantity to render a low star a minor inconvenience.
it's all about volume.
If you don't want to take advice aboard, that is your prerogative. However, ebay's automated systems don't allow for circumstances, and 4.7 is considered (fairly or not) marginal. Up to you whether or not you try to improve your stars, but the consequenses of hitting the 4.4 level can be enough to render selling on eBay impossible.

the star rating as well as the feedback process is a CROCK! My 'friend" has shocking stars and can list freely and bid freely and not pay and nothing is done about it. at the end of the day my opinion is mine and yours as well as any other individuals theirs! so like you say we could go backwards and forwards ALL night and achieve 0.

If you opened an unpaid item dispute and closed it with the reason the buyer had not paid then all you need do is ring ebay and ask them to remove the feedback. If you ticked the wrong box and closed it by mutual agreement or you sent a mutual cancellation request instead of an UID then it will stay.
Do you have buyers with more than one unpaid item strike in the last 12 months blocked from buying from you?

The question is do u leave clearly negative comments for your buyers. Thats what this buyer did to someone who bought for her. Thats what is untrustworthy as if someone will break one of ebays policies knowing they are whats to say they won't break others.

I followed the unpaid process to the "T". It was not a mutual conclusion. It has since been brought to my attention (via message from a very experienced Ebay member) that there is a way I can still be 'negged' anyway - I will not disclose on here as there is potential for mis-use should this be broadcast on a discussion forum.

As I said I leave feedback for all my buyers - including those that don't pay,
To be in breach of ebay policy regarding "negative" comments with postive rating for buyers -
1. the non paying, contract breaker, $$$ and time wasting buyer must report the comment
2. the comment must be viewed by ebay as being "sufficiently negative to warrant removal"
3. the ebay rep removing the comment must determine a policy breach has occured and advise seller of violation.
Accusing others of breaching policy that you clearly have little understanding of is one thing, but to state that such sellers, like myself, are "untrustworthy" because they have left honest comment that may or may not breach policy and may or may not be reported is a giant leap and accusation to make IMO.
