Unused I.D's...Do ebay reissue long term unused I.D's?

A question for  ebay guru's,is it possible to apply for long term unused and "no longer registered sites?  

I have my eye on an old I.D [USA] that was opened in 1998 and not used since 2002,and has a kinda cute title and is no longer registered.

'Tstore' was available but when I tried to take it there were errors. I called eBay and they manually changed my userid. Because there were errors this is probably why no one else was able to take it.
