Summary:
Someone from the Czech Republic created an Australian account so that he could order an item from me (I live in Australia). He wants me to ship to Czech Republic. The item is a $900 rack server. The problem is I will not ship this item overseas as clearly stated in the item listing. Now he won't agree to cancel the order and eBay is going to charge me $98.01 final value fee and I might receive negative feedback. Those two things I want to avoid.
I just want to end this and receive my final value fee credit and not receive any negative feedback. What can I do?
I would greatly appreciate the eBay community's help.

Being registered overseas, the buyer shouldn't be able to pay as there is no postage cost listed.
Keep hounding eBay to get that defect removed. In future, NEVER EVER select the option that the item is out of stock. That's what gave you the defect. Regardless of the reason for cancelling, always select that there is a problem with the buyers address (or if the buyer asks to cancel, use the buyer asked to cancel option). Anything else will give you a defect.
EBay will probably remove this one if you hound them enough, as a courtesy, but they won't remove any others.

Actualy I never chose "out of stock".

This case has been opened by the seller with the following reason: Buyer requested shipment to a country I don't ship to.
Additional information provided by the seller: I told the buyer that I don't ship overseas. They ignored me bought the item anyway.

This case is closed. The buyer has declined the seller's request to cancel this transaction.
And it was as easy as that for the buyer to decline my cancelation, and he persisted to try and convince me to ship the item after that. Meanwhile there was going to be a $98 final value fee charged to me today if I didn't make that second phone call to eBay.

That's actually unusual - it looks like you had to cancel the transaction using the old system, rather than the new one (based on the reason you selected for the cancellation, which isn't strictly available in the new one).
Under the new system, the buyer pretty much gets no opportunity to reject the cancellation itself, they are only asked if they received a refund.
I say it's unusual because the "new" system isn't actually that new, it's been in place for most sellers at least a year AFAIK, and I couldn't say why you would have had to use the old system- it might make sense if the buyer was registered on a site where that new system isn't in place, but if they registered on the AU site (which would have required providing an AU address) rather than just logged in to eBay AU etc, then that wouldn't be applicable at all.
Hopefully eBay will see sense and not drag this out any longer than necessary.

Just a quick update.
1. I checked my seller dashboard and the defect is still there.
2. I got eBay to call me back via their website. I received their call about 1 minute later.
3. I explained what was going on and she put me on hold.
4. After about 2 minutes of being on hold she said the defect has been removed but would not reflect on my seller dashboard until the next review cycle. She also said never select "out of stock" as a reason for canceling a transaction as this will show up as a defect, which I didn't. Obviously eBay has some inconsistencies with how its records are stored and presented. She admitted that eBay probably has some system issues which would explain the conflicting messages we were both receiving from eBay.
By the way, the buyer is either incapable or has chosen not to leave me any negative feedback, nor has he communicated with me since my last update.
Unless I have a major new development to report I think I will end this by saying thank you to those who helped me out both at eBay and this discussion thread.
