Summary:
Someone from the Czech Republic created an Australian account so that he could order an item from me (I live in Australia). He wants me to ship to Czech Republic. The item is a $900 rack server. The problem is I will not ship this item overseas as clearly stated in the item listing. Now he won't agree to cancel the order and eBay is going to charge me $98.01 final value fee and I might receive negative feedback. Those two things I want to avoid.
I just want to end this and receive my final value fee credit and not receive any negative feedback. What can I do?
I would greatly appreciate the eBay community's help.

I don't know if it's too late, but the buyer doesn't get to cancel the order, you do.
I wouldn't even have discussed it with the buyer, especially since so many red flags were raised.
If you can cancel, select "other/problem with buyers address" and finished.
Or, is there a reason you cannot select the option to cancel?

There's the Buying practices policy which states:

If you clearly stated that you don't ship to the bidder's location, you can cancel the bid. If you run into issues, or the bidder tries bidding again, you can report the buyer to us.

I'm too tired to go into further details; also, my best friend and I have just been at the sherry. Let me just say that I am acting on the advice of the person I spoke to at eBay. I will no longer communicate with the buyer and file an unpaid item case as soon as it becomes available to me. Obviously I can't file an unpaid item case so soon after its purchase.
The buyer just sent me two new messages.
First message summary:
He now wants to pickup and confirm the server weight and dimensions.
Second message summary:
He lists things he wants the server to have which it doesn't and was never advertised to have, like a floppy drive.
I'm not going to be bullied by this person. I actually find it quite amusing at this point.
Anyway I'll keep you all posted.

Depending on the reason sent for the cancelllation, the buyer can accept or reject it. If they reject it, there is no refund of FVFs.
The OP can't send an option to cancel, because they've already done so.

Wow, imagine the problems if you had allowed youself to be sucked into posting overseas!
A couple of years back, my sister & I sold a pick up only item to someone who then insisted we post (although it was within Aust). We refused & later did just as you have been advised to-opened an unpaid item case after 2 or 3 weeks. The buyer then paid via paypal & insisted that meant we now had to post.
My sister rang ebay & once they read the messages and looked at the ad, they agreed that nope, we did not have to post. The man was eventually refunded his payment via paypal but the important bit is ebay did say we were not up for fees for the sale.
Going on our case, if ebay is consistent, then they should say the same to you as your case is similar-you should not have to post and your fees should be refunded.

Indeed, hence why I chose "local pickup only" when I created the listing. The potential losses to me are too great for an item like this as a one-off seller.
I'm glad things worked out for you and your sister, hopefully I get the same end result.
I am anticipating him paying into my paypal account in an attempt to justify me posting the item (similar to your case) and blocking an attempt to create an unpaid item case. I'll jump that hurdle if it occurs.

I just spoke to someone from eBay. After I described my issue the call dropped out whilst I was on hold. I got them to call me back and was told that the person who was initially talking to me will send me an update email.
The final value fee has been removed. Yay! That was my main concern.
The transaction defect is yet to be removed.

I have not received any negative feedback, so far. If I do I will take of it.
