On the 5th I signed up for a new store as I had got a very nice listing, and sales where going well, with the lower fees I should of saved close to $2, per item, and as I was selling a few a day it would not take long to cover the $20 fee. I notice I was still being charged at 9.9% so contacted customer supprt (title used lightly) and att first got basically a lot of BS.
Now I think what Ebay do is only give you the fee reduction on items you list after you open the store (or that is what the CS was trying to say) but that is wrong from the Store subscription fees & terms:
You sign up for a monthly Stores subscription. Your Stores benefits start immediately,
which of course is what I expected if I pay for something I should get the benifits. Anyway after a hour of telling him what I would be paying I amgetting a $98.99 credit and future FVF will be 8%
I hate when a company tried to milk extra out of you it is such short term thinking
wondering if I should bother going through the other 2 stores I opened

They do, and I get why that looks like it means everything, but when it comes to FVF, it's only on any and every new listing you create under the new contract, or on old listings after they enter a new listing cycle (thus creating a new contract under the new terms).
This isn't something new, it happens every single time someone subscribes to a store but has current listings, or changes their subscription level (and it's something I've warned about many times over the years 😛 ). It also happens when eBay change their FVF rates - if they increase them, every single listing that was created before the date / time the increase took effect still has the old FVF charged if it sells before a new listing cycle; eBay has a legal obligation to uphold the listing T&Cs in place at the time the listing was created.

When I pay for something I get it from when it started and I would say to anyone else kick up a fuss about this and get the money back. I opened a store for the lower fees and I will get them 😉
I am sure you have warned people about this in the past, as you do give a lot of useful infomation, but as a lot of the posts here end up a group of people gossiping it makes the forum unusable to get infomation sadly
