What are your thoughts on the introduction of a fee on Postage?

eBay and/or PayPal have absolutely no control over that, it is governed by current Australian consumer law. 

If consumer law changes (and I certainly wouldn't say the law will never change) in a way that allows PayPal to require proof of delivery, then I'm sure they will, but they are not able to actually effect that change.
