I have just sold an item and there is a note from ebay that the funds are going to sit in my Paypal account for three weeks until X, Y and Z happen. This is absolute rubbish! I have never had this problem before! It is my money!! What if I sell another item(s) and I don't have the funds to pay for postage? Where is their reasoning for all the ridiculous changes they are making?? Does anyone know the answer to this?

If you haven't sold for a while, have a look at the current Paypal policies. You can have the postage funds released.

We hold funds to review and mitigate any actual or reasonably anticipated risk of us or our users being adversely affected.
When do we hold funds?
We hold funds when:
We need to ensure the integrity of a transaction;
We believe that there’s a risk associated with you or your account; or
You receive a dispute, claim, Chargeback or Reversal in relation to any funds received into your account;
You do not meet certain seller or risk standards when listing on any eBay website; or
You are a new seller and/or have a limited history with the relevant eBay website.

They would hand over your money and treat you like a criminal who is making desperate excuses to get out of it
