When paying account Paypal page is in Chinese..is it safe?

Hi,

Each time I have tried to pay my ebay account it takes me to a Paypal page which has Chinese writing,  do you think it is still safe to use?

Today is Freaky Friday, eBay maintenance day and strange things happen.

Someone else was having problems paying with PayPal earlier.

I have been having this issue for two weeks now. 
Seems to be ongoing.

Right down the bottom of that paypal login page there is a tiny link that simply says "English" .. click on that ..
