When will ebay make provisions for sellers to give negative feedback to buyers who do not pay

The took that option away 6 or 7 years ago, they won't bring it back. Besides, giving a buyer a negative feedback doesn't stop them buying. They could have 100 negs in the last month and they could still buy. Best thing to do is open and close a non payer dispute and make sure you have buyer requirement blocks in place to stop the serial pests from buying from you. Plus, add that buyer to your blocked buyer list.

It didn't work before when it was an option and it wouldn't work now to stop last second bidders, that's why the strike system was brought in.

If all sellers go through NPB's and set their blocks, then non-payers can't get onto auctions or BINs..................

It also helps to tick the "Require immediate payment" box when listing things, that way they can't purchase something and then not pay, wasting both your time and your listing. Unfortunately there's still nothing stopping people from not paying after winning an auction or best offer.

Then, near the bottom of the listing, make sure to edit the buyer requirements, making sure to block serial non-payers (block buyers who have received 2 non-payment strikes in 12 months).

Most of Zena;s listings are auction, so immediate payment doesn't apply. I'd be adding it to the few BIN listings though.
