Why am I all of a sudden being charged an insertion fee for my auction listings

Hi I've been listing buy it now listings for a while now and I list 1 auction every now and then , it says I can list 150 listing a month and I've only listed about 75 so far , but today I go to list a auction and its saying I've got to pay an insertion fee of $1.50 , can anyone enlighten me please ..,

If you have a basic store, you get 200 free listings for BIN items only - only if your item is in the Collectables category can you have free auction listing
